The only ability that allows selection change by clicking on the character in the world is Run, since you can't Run onto another character. My assumption for why Rage gets used is because its activated and the target tile is automatically clamped to the casters tile, so clicking anywhere is equivalent to clicking on the caster. If both of these are correct, then you can try changing selection with TAB or by clicking on the wanted character portrait. you're trying to select another character by left clicking on them in the world instead of using TAB or clicking their portrait your Rage character is selected, and has 0 AP, which means his Rage ability is activated on the action bar For some reason this only seems to happen with Rage and not other 0-AP abilities. Using my other characters' actions first, and then using the character with Rage afterwards and then force ending my turn seems to be the only way to avoid automatically casting the ability when I want to save it.
